Need suggestions for document management

Anybody familiar with Folio(tm) line of products from Nextpage, inc.? I am looking for a similar/more cost efficient way of distributing documents via cd-rom. There must be a dynamic table of contents, inter document linking, and key word searching with hit relevancy ranking. Know of any other product that can do this? This document collection would then be sold to the public so a friendly user interface is an absolute must. Thanks for any help or suggestions.
