Network Hangs

I am have a network of about 30 workstations running windows 98 and a server that is running netware 5. We use a DOS based program called SAGA also. The problem is that most of the machines hang when you shut down, of course resulting in the employee who cannot wait to go home hitting the power button. I would like to stop the hanging that occurs if there is a solution please let me know.
