Network problem

Is there any idea that why i cannot browse to other people PC (LAN) and they can browse to mine PC. Inside the network neighbourhood i cannot see anything, but i can search for PC but when double click error mesg “Not accessible” but through the LANi can surf the net just that cannot use a network printer as i cannot access to any other PC. Please guide
