NETWORK SOCKET CONNECTION

I keep getting a message that “Netscape was unable to create a network socket connection. There may be insufficient sytem resources or the network may be down.” I uninstalled netscape and reinstalled it same problem. I removed the TCP and put it back along with the dial-up network. same problem. I just clear the machine of the Win32.hybris virus and can get netscape back up and running. I could internet explore but not netscape. Can anyone tell me what to do to get netscape backup and running or if I’m leaving a step out.
