Network without 2 computers

hi,
I have a customer that wants to connect a monitor, keyboard and mouse(no computer) to a computer in the downstairs office. I dont know of any way to do this. My question is this. What would be the minimum requirements to set up this network so the computer upstairs can communicate with the system downstairs.
