Networking Problem

I have a strange problem. I have a computer with a new PCI Linksey 10/100 Network Card using TCP and DSL. The machine is very slow in accessing the network although it is very fast in accessing the internet. You can acess this computer from another computer very fast but when you try to browse the network for other PC’s on this computer it takes forever. I have tried everything short of trashing the system and starting over. I’m using Windows 98. Any suggestions would be great.
