new floppy not being recognized

i have a packard bell windows 95 as a second computer. a new floppy was installed, but the computer is still not recgonizing it. what i need to do in the end, is go back to factory default. but that means i have to insert the floppy, and it wont read the a drive. so, my question is, how do i get the computer to recognize the a drive?
