New Hard Drive not being recognized

I am using win 98 SE, with a P-233Mhz Motherboard. I had a 4gb harddrive and have upgraded to a 10 gb. I have converted the drive to Fat 32, and during the boot up secquence the drive is recognized as 10gb but when I get into windows it is only being recognized as a 2 gb drive.Is this a Windows problem?
