no carrier

I have recently just moved office locations and have a dial up connection that connects to a banking site to make transactions. Now when i dial to the bank it comes up with a “no carrier” error. I can hear the modem dial but it doesn’t make the highpitched noises that usually follow.
I have also tried to use hyperterminal to test the connection, but the same thing happens. It is as the modem can’t find the line. It is in a small office, and you can either connect the phone line from the modemto the internal phone system we have where you have to dial 0 to get out or connect it to the isdn line.
Any help would be appreciated.
