“no dial tone detected” modem on com 3

Hi,
I am trying to resolve this issue. running W95 B my modem is showing up as using com 3, my computer in device manager lists only com2 & 3. The drivers are loaded and windows sees the modem. I tested it with win diagnostics and asked for more info and it responded. The problem is that when I try to go on the internet and dial out it is not being detected on con 3. This same modem was working before I reloaded windows. when I did reload I did not have the disks with me and tried to load after the fact.
I would like to chang ethe resources for the modem or tell dial up where to look for the modem.
