No Mouse in Windows 3.1

I was practicing on building a computer (Old 486) and loaded windows 3.1 onto it for some unknown reason I cannot get the mouse to install I have tryed several IDE cards and I know the mouse works on another system, what could be the problem and howcan we fix it ?
