no power to cd drives!

Neither of my 2 cd drives ( arom) and 1 a redcoder) seem to be getting power…They will not spin, nor open. All the stupid windows ME device manager says is that this device is not working properly. The drivers are in tact…I even removed the drives and re-installed them, but again…no power, no op[en no spin, no lights. Is there a reset switch inside my case, or perhaps a fuse?
