No power when cd rom is plugged in

With a brand new power supply (which I first thought was the problem) the computer has no power at all when I hit the power switch. When I unplugged the power connector to the cd rom, the computer boots up find. I switched cd roms and cable and the same problem exists. Could this be my IDE controller?
