NO ROM BASIC

A friend of mine owns a 1994 American Megabyte PC. When it starts to boot up, the error appears “NO ROM BASIC – SYSTEM HALTED”. I cannot access the hard drive to view the stored contents. I cannot save any changes in set-up. Any ideas on how I can repair this?
