No Video Displayed

Would appreciate help in determining why I have no video displayed on my monitor whatsoever even during boot up. It is definitely a PC problem rather than monitor.
I think it may have something to do with the Bios as this seemed to happen after I loaded the ‘Load Optimised Defaults’ in set up.
System is Win98se based with a celeron based cpu. Need big help here people.
