Normal startup for Wndows 98

I have a computer running Win98. When I go into the System Configuration Utility I find the Selective Startup box is ticked. If I tick the Normal start up box and re-start the computer I find the Selective start up box is still ticked. Is this correct? How do I get the computer to run with the Normal start up box ticked?
