NT User policy Editor

Dear Members

I can’t understand how to use the policy editor. I created a policy and saved it in the profiles directory of the user, but it didnpt work. I tried to put the .pol file in the Netlogon directory. But I recived a message

“Cannot Copy, access denied”, I am the administrator who could deny rights to me?
