NT workstation can’t lease IP address

I have NT workstations (4.0 sp5) that can’t lease ip addresses from a DHCP server in one subnet but are able to do so from a second subnet. The subnets do not share the DHCP server.
I have used the ipconfig /renew/release several times to no avail. Any ideas
