Num Lock Key Always On

How do you set NT 4.0 to allow the Num Lock to stay on when NT 4.0 starts the OS boot?

The CMOS setting is configured to enable the num lock key. However when the NT 4.0 portion boots, the Num Lock Key shuts off.
