Operating System not Found

User has an IBM Thinkpad with Win98 SE installed to C Drive. She did nothing new to the Laptop, just went to start up the unit when she received the message, Operating System not Found. I had her try and reboot with user holding down the CTRL key hoping to go into safe mode, but was unsuccessful. No new software or hardware was installed prior to this. Can we recover?
