Oracle MTS and VB

I need to configure Oracle 8 with MTS and Visual Basic. I plan to Install Oracle on one
server and MTS on another. I plan to setup one common user account on Oracle while all the users will be connecting to Oracle
thru MTS.
Question 1. Do I needto Install Oracle Client on each user PC. In my opinion it is not required. I want a detailed advice on this.
Question 2. If I do not need Oracle client on user PC, DO I need more than one licenses
of Oracle Client Software. How Licensisng will work in this case for Oracle?
