Outlook 2000 & OE 4.01

I’ve got an issue at a client site. We are deploying Outlook 2000 on desktops with IE 4.01 SP1 installed. We cannot upgrade to anything above IE 4.01 SP1 due to some incompatibilities with existing software. Unfortunately, Outlook Express is not installed and Outlook 2K requires it. Anyone know how to install Outlook Express without installing IE ?
