Outlook 97 won’t send mail

Outlook 97 won’t send mail. After I try to send, the message remains in the outbox. Sometimes it italized, sometimes it has symbol that looks like a piece of lined paper next to an envelope. When I open the email it says “this message has not been sent”. I have tried everything I can think of. Any suggestions on how to fix this?
