Outlook Express toolbar

Every time O. E. is loaded the toobar (reply, forward etc) is missing even though the check mark is there. I have to uncheck, then recheck to get the toolbar back. It will stay there until O. E. is shut down then is gone upon reloading. I am runningXP home and I. E.
