Outlook Express will not send

I have Outlook Express 5 installed on several machines and of these 3 will not send e-mail. I can receive mail after I clear out the outbox. I have tried completely removing Outlook and reinstalling. I have tried the New Outlook 2000 and have the same problem. Any help will be appreciated.
