Packard Bell Multimedia 150 Desktop

I can not get the modem/sound card working. I’ve reinstalled Win98 on the unit, tried PnP but no sound. The modem seems to work but only connects at 28K. I am not sure if I’m using the right driver, not sure what the card is. Can anyone give a recommendation (other then trashing the box)?
