page cannot be display

The problem with my pcis that it cannot display any page.I reinstall internet explorer put the correct proxy settings,and when iam connected to my isp I still get page can’t be display.I upgraded the operating system to winME from win98 still the same problem.All the network protocols,services are correctly installed.The problem is not from my ISP.Iam using a HSP56micromodem.
I now deleted TCP/IP-dial up adapter and i could not add it back and as such Ican’t even connect to my ISP now.I tried adding it from the network properties but it just did’nt work out.Iam helpless,I need help fast pls.THANKS.
