Password not updating

In Explorer 5.5 under Win 2K pro the password save function does not function and simply replaces anything (other than blanks) with something already stored (which is a 16character unknown). Similarly Outlook will not remember Pop or Hotmail passwords. All these p/words have to be reinput every time and work for the one session.
