PC & CD ROM light won’t stop blinking

The PC and CDROM lights won’t stop blinking. We were logged into the computer and then it just went out. Now you can’t turn it back on because they are both blinking. I tried to unplug it and then plug it back in but it doesn’t help. Even the caps lock and num lock on the keyboard is flashing. What is wrong? Can anyone help?
