PC Doesn’t Read CD-ROM Drive

My PC won’t read the CD-ROM drive.
I had a new CD-ROM drive installed.
I installed Linux and the hard drive was reformatted. Now I want to install Windows 98 and it won’t read the CD-ROM. I think I have the right drivers on a diskette and I installed them on the hard drive, but it still doesn’t read the CD-ROM drive.
