PC very slow and no mouse

Had a couple of power outages last week with my Windows 98 IBM Pentium 200 MMX pc on. It’s plugged into a surge protector. When I got home it was up in safe mode. I rebooted to normal mode and discovered some colors on my desktop wallpaper were missing or different shades and I had no cursor for the mouse. Continued to log on and it took forever to come up and seemed to be in very, very slow motion. Since I had no mouse, I used the error keys and alt keys to get around, but each thing I tried took forever. Logged off and went back to safe mode. Mouse worked fine and speed was fine. Any suggestions on getting back to normal? Thanks in advance.
