PC won’t boot up

I have a 486/66 clone that I was cleaning up for a relative. In the past (probably several months) it had booted up fine. I turned it on today and walked away and it sounded like the hard drive was struggling to start up. I came back over turned it off and it seemed to come up OK to the AMIBIOS system config box and the following showed on the screen
256KB CACHE MEMORY
66MHz CPU CLOCK
384k SHADOW RAM
_
It hangs up after the 384k SHADOW RAM line. The floppy drive light is lit at this point also. I have tried booting to floppy, reseating the 8MB RAM chip, also tried another slot. I also tried swapping out the hard drive to no avail. Any ideas?
