PCI Modem Installlation

I have a Compaq Prolinea 5133 (an old computer) which I have upgraded by installing a 7.5 gb hard drive from 1 gb previously in the system. And I have installed windows 2000. It is working fine except it has failed to configure the Modem.
I thought the original modem may have some problems since it was old so I tried to install another PCI modem; when I try to install the software from the CD Rom I get an error that COM1 Port “cannot be found”.
Although through the Hardware installation wizard I installed the modem and I can see the installed modem in the system but everytime I tried to go online I get an error telling me that the modem is not configured. I have been able to install the drivers through the “Add/Remove Hardware” wizard by clicking on “Have Disk” icon. Still the modem does not configure itself to the system, and when I try to install the full software it cannot find the COM1 Port.

I would appreciate any advice.
