Pcmcia-card works only in upper slot

Recently I reconfigured my (old) laptop. It is a HP OmniBook 2000cs. I reinstalled Win98SE on it because the harddrive is only 1.3 Gb. W2K pro takes more than 2/3 of the free space. Besides I would like to keep the laptop as basic as possible.

I have two pc cards I want to use with the laptop: a fast ethernetcard, which is working fine in either one of the slots. The second one is an USB 2.0 card, and this is where I have a problem. The card is supposed to be in the upper slot, because otherwise it blocks the other slot (the card is twice as thick on the outside). With W2K it worked fine, since I downgraded to Win 98 the software doesn’t recognize the card when in the upper slot. In the lower slot it works ok.

So the card is working, the slots are working (NIC works in both of them), the laptop recognizes cards in both slots, but the card application in Win98 thinks that the upper slot is empty when I insert the USB 2.0 card.
