PCMCIA Modem will not connect

Gateway Solo 9100 Laptop with 3Com PCMCIA bus card with NT4.0 OS. PCMCIA card shows to be functioning properly under Control Panel on COM2 and able to install drivers under Modems. Modem device is started as well as PCMCIA device. Have tried 3 different cards (same model) but am unable to get modem to work. Immediately goes to “disconnect”.
