PLS URGENTLY HELP me in WEB DESIGN

I am sure that you all have visited microsoft’s site
I wonder if you could help me

The blue link navigation bar that you see in microsoft.com which acts as a dropdown menu for entire site’s links i want know how we can implement that in our web pages. Is it some Activex control or what?

i want ask how could achive this this.
Is it some kind of scripting ?
we make such dropdown navigational bar
