Plug and play configuration error

I have a Dell optiplexG100.Boots slow with any Pci cards in slots.Doesnt want to load drivers even if you have disk.Sets modem and sound card and Network card on same IRQ’s.When you manually set them may last a couple days ,then it sets them back where it wants.
