Popup Windows open without IE open.

I am having trouble with popup windows opening when I am not in Internet Explorer, I can be in Word and suddenly this XXX popup window opens. It is very annoying. I have a popup blocker running and it shuts the popup, but there has got to be a code somewhere that is actually telling them to open. I have deleted the cookies and history, that didn’t work. Please help.
