Printer problem – Win 95

I have an older Pentium that is connected to an HP IIP printer. It will print from DOS edit command, but not once it gets into Windows 95. I have reinstalled the driver, I have checked the port with a Microscope (diagnostic software), but it just keeps timing out. Printer is online, but never starts accepting data. Help!
