Problems with lowlevel HD format

I’ve formatted my HD from the BIOS with the lowlevel HD preformat utility. Problem: The HD is 4.1GB after format it is only 475MB!!. Neither Fdisk nor format.com will recognize the drive as anything more than 475MB. I have tried this both from boot-disk and from Win95. Please help me!!!
