Problems with the Control Panel in Win95

I have a pc (Windows 95) Where double clicking on any icon in the control paned will bring up the following error.

RUNDLL
Error in shell32
Missing Entry: Control_RUNDLL

All the programs in Control Panel are bringing this up. I have been unable to find anything on this problem, and would like to steer more toward fixing this problem if possible, not just reinstalling windows. I have a fully updated virus scanner that is always on and I did run a scan of the complete machine after getting this error with no virus detected. I have also run a scandisk which found no errors.
