Problems with Zip and Jazz Drive under N

I have both a Zip IDE and JAZZ drive (both INT) connected to a NT SP5 machine. The Problem is NT sees the devices, however I can not access the disks unless I reboot with the disks in the drives? Can anyone explain why this is occurring and if there is a solution.
