ProGen PC (blinking green light)

I am running a Pentium II (Celeron) ProGen 333 MHz. On power up there is no fan activity in the power supply or on the motherboard. The “power” light on the front panel blinks for about 5 seconds when power is turned on, but disappears afterwards. Replacing the power supply makes no difference. Have pulled all cards to rule out bad cards. Still just a blinking light. Looked up ProGen problems at complaintcenter.com, and all I found were problems. No solutions. Any ideas?
