Proxy Settings in IE5

We use the proxy server for web browsing but some users untick the option to ‘use a proxy server’ and still get internet access thus bypassing the proxy server and the restrictions set on browsing. Why if we use proxy for our Web browsing does the system still give you web access if you choose not to use it and can you hide or disable the connections option so users cannot change it themselves.
