QDBBASE.DLL

I received an email from someone I thought I knew and in attempts to open it, the O/S gave a message that I had made an illegal function and that it was going to shutdown.
I deleted the email but now everytime I boot up I get a message that says “could not load or run ‘QV.EXE’ specified in the WIN.INI file, followed by another message that says “A required .DLL file, QDBBASE.DLL was not found. What should do?
