Rebuilding Old computer

I’m working on a computer for a friend and I’m stumped. It’s an old 120MHZ with 32Mb of ram. The bios id is i420VX-2A59HT5BC-00. However I can’t get the cd rom to be recognized during the post. It’s connected correctly but I can’t get the Win 98SE disk to start when it boots up. The only options for booting in the bios are A,and C. Like it doesn’t know about the cd rom. Do you know if I can format this on a 1Ghz system and and install windows 98 SE but before it starts detecting the devices putit into the old system? Any help would be appreciated.
