Reformating Hard Drive

I am reformating the hard drive in Hewlett Packard Brio. I get as far as doing a full installation of Windows 98 operating system and an error comes up. The error is as follows: BBcopy has failed: ERROR_Level=19 Error Copyerr What does this mean? And how can I fix this issue? Your immediate response is greatly appreciated! Thanx
