Remote User Dial-in Problem

We had a remote user who dials-in through RAS,also using a third-party package called “Fiberlink”. While trying to dial-in to our network from Canada, he received a PPP error. When we checked the properties of TCP/IP, his IP address had defaulted to an invalid IP address- all octets were the same number. What could have caused his problem?
