Renaming file

On some PC’s you can right click any file name, select properties, and rename the file right on the General tab, on other PC’s the name can be highlighted but you can’t change it. Do you know what combination of OS and ?? makes the difference here? (Obviously I am aware of all the conventional methods of renaming files, but I need to know about this method).
