Restarting Windows

I installed a CD-R/RW drive and software which require driver on the Intel CA810 board for the W2K OS partitioned with Win98 OS. I reinstalled the W2K OS but when I try to restart my system it shuts down completely with no power light but I heard the fan. It will not restart from the power button it only starts after shutting down the surge protector switch. Any tools I can use to troubleshoot or is it something even simple than that?
